The Regular Meeting of the Columbia Township Board was called to order by Supervisor Beckwith. Present were Beckwith, Burgett, Fogarty, Hurley, and Harrington. In attendance were 27 citizens.

Consent Agenda: Regular Meeting Minutes-May 18, 2004; Special Meeting Minutes- May 26, 2004; June 10, 2004; Planning Commission Meeting Minutes-May 4, 2004; bills through June 14, 2004; Treasurer’s Report. Motion by Burgett, second by Fogarty, to approve the Consent Agenda. Carried unanimously.

Motion by Burgett, second by Fogarty, to approve the bills paid after the consent agenda. Carried unanimously.

Public Comment: Lynne Farley commented about the synopsis in the paper.

Dale Bradford may possibly have someone that will make the township flag by hand.

Payment to Miller/Canfield was for the finalization of the Jephtha Lake Access issue.

The road millage was corrected by Resolution.

Supervisor: Joseph Calabrese was ordered by the court to remove the blight from his property within 30 days or the township would have it done and put the cost on his property taxes.

Sheriff: 80 complaints received in May: 3 abandoned vehicle, 1 accident, 12 alarm activation, 1 animal control, 6 assault, 3 be on the look out, 2 breaking & entering, 1 civil/property disputes, 1 delinquent minor, 33 general assistance, 1 harassing/nuisance, 1 invasion of privacy, 1 larceny, 3 MDOP, 1 missing person, 1 public peace, 1 reckless firearm, 2 stolen vehicle, 4 suspicious situation, 2 vehicle inspection.

State Police: No Report.

County Commissioner: No Report.

Fire Chief: 4 calls received in May, 1 severe weather standby, 1 mutual aid structure fire to South Haven, 2 structure fires. Average response time was 3.00 minutes. The Columbia Township Fire Department has 16 fully trained firefighters; 2 firefighter students; and 5 firefighter cadets.

Planning Commission: No Report.

Neighborhood Watch: No Report.

Book Station: Computer classes are held on Wednesday at the Book Station.

Hospital: Dr. Matt Small, Family Practitioner, has joined the staff of the Shoreline Family Care Office. A new public corridor has been opened which will lead from the main lobby of the hospital to the South part of the hospital.

South Haven Senior Services: Guest Speakers Jennifer Carver Director & David Zimmerman Care Watch Coordinator, of South Haven Senior Services explained the services they offer.

Recreation/Cemetery: No Report.

Zoning Administrator: 5 Zoning Compliances were issued in May: 1 wood frame, 2 modulars, 1 deck, and 1 sun porch.

Correspondence: Letter concerning fire department.

New Business:

1 Motion by Burgett, second by Hurley, to approve Resolution 2004-22, MBG Industrial Development District. Roll call vote. Beckwith aye, Burgett aye, Fogarty aye, Hurley aye, Harrington aye. Carried unanimously.

2 Sewer Survey-No action .

3 Motion by Beckwith, second by Fogarty, to approve an additional $250 to add gas lines for the range and dryer in the Emergency Services Building. Carried. Burgett abstain.

4 Motion by Beckwith, second by Hurley, to approve $2000 for the concrete pad for the radio tower at the Emergency Services Building. Carried. Burgett abstain.

5 Motion by Fogarty, second by Hurley, to approve $1225 for the installation of the radio tower at the Emergency Services Building. Carried. Burgett abstain.

6 Motion by Beckwith, second by Fogarty, to approve $5,964 from Hull Well Drilling for the well at the Emergency Services Building. Carried. Burgett abstain.

7 Motion by Burgett, second by Fogarty, to approve Resolution 2004-21 Assessment Fund. Roll call vote. Beckwith aye, Burgett aye, Fogarty aye, Hurley aye, Harrington aye. Carried unanimously.

Public Comment:

MBG would like to have a tax break on a building they will be constructing in the near future.

The board should have voted to be a part of the sewer survey.

Discussion about the size and use of the well at the Emergency Services Building

Dry hydrants will be put in at various locations in the township.

Gene Farley stated the 8" well at the Grand Junction station cost $8000.00 (records from 1999 indicate the total cost was $19,419.67).
