Supervisor Bradford called the Regular Meeting of the Columbia Township Board to order. Present were Bradford, Burgett, Nuismer, Hurley, and Harrington. In attendance were 17 citizens.

Consent Agenda: Regular Meeting Minutes-June 16, 2009; Special Meeting Minutes- None; Planning Commission Meeting Minutes-June 15, 2009; bills through July 21, 2009; Treasurer’s Report. Motion by Burgett, second by Nuismer, to approve the Consent Agenda. Carried unanimously.

Clerk: No Report.

Guest Speaker: Chip Ray, Van Buren County Road Commissioner: Paving will be done in August. The problem area on Baseline has been raised to prevent flooding in the future.

Additions/Corrections to Agenda: None

Supervisor: There has been a few issues with roads.

Assessor: Re-construction value is capped at old taxable value.

Fire Chief: 12 calls received in June: 1 structure fire; 2 grass fires; 4 oower lines down or other electrical problem; 3 assists to ambulance; 1 assist to police or other government agency; 1 dispatch canceled enroute. Average response time was 4.75 minutes. A check was presented to the Burn Camp.

Sheriff: 104 complaints received in June: 6 assault; 2 breaking & entering; 1 larceny; 1 stolen vehicle; 2 MDOP; 1 indecent exposure; 3 open intoxicant; 2 obstructing justice; 1 weapons violation; 1 hit & run; 1 traffic violation; 10 health & safety; 4 invasion of privacy; 2 delinquent minor; 11 accidents; 4 abandon/hazard; 1 alarm activation; 1 vehicle inspection; 14 suspicious situation; 28 general assist; 8 be on the look out.

State Police: No Report.

County Commissioner: The Veterans Affair office funding will be cut after September.

Planning Commission: The revised Master Plan has been sent to the Board for dispersal to the County Planning Commission & the adjoining communities. Recommendation to the Board for the Grand Junction businesses to be Commercial.

Neighborhood Watch: Next meeting-August 6-7:30 pm. The pancake breakfast was a success.

Hospital: Book Fair-August 11 & 12; Blood Drive-August 19; Many community events are sponsored by the SHCH.

South Haven Senior Services: Laura Beckwith will be the new SHASS representative from Columbia Township.

Recreation/Cemetery: No Report.

Zoning Administrator: 5 Zoning Compliances issued in June: 1 addition; 1 reroof; 1 used mobile; 1 used modular; & 1 deck.

Blight Officer: No Report.

Correspondence: A draft burn ordinance was submitted to the Board by a resident.

Old Business: None

New Business: 1. Motion by Burgett, second by Bradford, to have Klett pave the fire station instead of Quality. Carried unanimously. 2. Motion by Burgett, second by Nuismer, to approve Resolution 2009-20, Banking Transactions Resolution. Roll call vote: Bradford aye, Burgett aye, Fogarty aye, Hurley aye, Harrington aye. Carried unanimously. 3. Motion by Nuismer, second by Burgett ,to approve parcel look up fee of $1 per parcel for mortgage holders. Carried unanimously.

Public Comment: R.Hurley-The credit for the ballfield improvements goes to Deputy Todd Oliver, Mary Burgett, & Danielle Nuismer. M.Underwood-The Planning Commission has worked very hard on the Master Plan revision.
