Supervisor Bradford called the Regular Meeting of the Columbia Township Board to order. Present were Bradford, Burgett, Nuismer, Hurley, and Harrington. In attendance were 11 citizens.

Consent Agenda: Regular Meeting Minutes-November 17, 2009; Special Meeting Minutes- December 2, 2009; Planning Commission Meeting Minutes-None; bills through December 15, 2009; Treasurer’s Report. Motion by Burgett, second by Nuismer, to approve the Consent Agenda. Carried unanimously.

Clerk: Bills paid after the Consent Agenda. Chuck Moore-$125.73; First National-$238.14 & $571.60; Back Roads-$1164.92; Van Buren Road Commission-$5515.00; Stephanie Barbosa-$688.59. Motion by Burgett, second by Hurley, to approve the bills paid after the consent agenda. Carried unanimously.

Public Comment: L.Abernathy-A forum should be held for the public to speak about issues & try to resolve. H.Johnson-The township attorney was at his MTT hearing.

Announcements: None

Additions/Corrections to Agenda: Motion by Burgett, second by Nuismer to add Budget Amendment as New Business #6. Carried unanimously.

Supervisor: No Report

Assessor: The CPI for 2010 will be -.5; The sales study has shown 0 increase & 0 decrease.

Guest Speaker: Van Buren County Road Commissioner-Chip Ray. Road work for 2009 is complete. It takes 1 full day to open the roads in Columbia Township after a snow storm.

Fire Chief: 3 calls received in November: 1 structure fire; 1 auto accident; 1 mutual aid to Lee. Average response time was 8.33 minutes.

Sheriff: 61 complaints received in November: 3 assault; 2 breaking & entering; 2 larceny; 1 stolen vehicle; 1 fraudulent activity; 2 mdop; 3 vcsa; 3 public peace; 5 health/safety; invasion of privacy; 1 conservation; 9 accidents; 5 alarm activations; 1 civil/property dispute; 6 suspicious situation; 7 general assistance; 4 be on the lookout. The breaking & entering are targeting guns.

State Police: No Report.

County Commissioner: No Report.

Planning Commission: No Report.

Neighborhood Watch: Next meeting-March 10, 2010-7:30 pm.

Hospital: No Report.

South Haven Senior Services: The pasta dinner was a success. Bingo is cancelled until Spring.

Recreation/Cemetery: No Report.

Zoning Administrator: 3 Zoning Compliances issued in November: 1 modular; 1 shed; 1 used mobile.

Blight Officer: No report.

Correspondence: None

Old Business: None

New Business: 1. Motion by Bradford, second by Hurley, to acknowledge Violet Boutons’ contribution to improving Columbia Township over the years and also her contribution to the Heron Sanctuary. Carried unanimously. 2. Motion by Burgett, second by Hurley, to set Budget Workshop dates of January 20 & 21 at 4 pm. Carried unanimously. 3. Motion by Bradford, second by Burgett, to authorize Dale Bradford to sign the Sheriff Contract. Carried unanimously. 4. Motion by Bradford, second by Burgett, to purchase video equipment from Ink & Moore for $2550. Carried. Nuismer abstain. 5. Motion by Bradford, second by Burgett, to approve purchase of Pagers not to exceed $1825. Carried unanimously. 6. Motion by Burgett, second by Nuismer, to approve Resolution 2009-28-Budget Amendment. Roll call vote: Bradford aye, Burgett aye, Nuismer aye, Hurley aye, Harrington aye. Carried unanimously.
