Supervisor Bradford called the Regular Meeting of the Columbia Township Board to order. Present were Bradford, Burgett, Nuismer, Hurley, and Harrington. In attendance were 19 citizens.

Consent Agenda: Regular Meeting Minutes-October 20, 2009; Special Meeting Minutes- None; Planning Commission Meeting Minutes-October 19, 2009; bills through October 20, 2009; Treasurer’s Report. Motion by Burgett, second by Nuismer, to approve the Consent Agenda. Carried unanimously.

Motion by Bradford; second by Burgett; to go into closed session to discuss pending & possible pending litigation. Carried unanimously.

Motion by Nuismer, second by Burgett, to reopen the regular meeting. Carried unanimously.

Additions/Corrections to Agenda: Motion by Bradford, second by Burgett to add hiring a co attorney for the Speicher lawsuit after additions/corrections & move the time limit to after hiring of a co attorney, add Boy Scout stepping stones & the Dutch Mill sign to New Business. Carried unanimously.

Approved: Motion by Burgett, second by Hurley, to hire Robert Callahan as co-attorney for the Speicher lawsuit. Carried unanimously.

Motion by Bradford, second by Burgett, to limit public comments to 3 minutes per person, to address the board & move public comments to after Consent Agenda. Harrington thought the time limit should be longer. Carried unanimously.

Clerk: Bills paid after the Consent Agenda. Chuck Moore-$721.57; Keith Gasper-$260.30; Terry Page-$350.00 Motion by Burgett, second by Nuismer, to approve the bills paid after the consent agenda. Carried unanimously.

Guest Speaker: None

Public Comment: L.Miller-When Bradford was running for office he stated that he would not limit time to speakers. Patrick Hudson was contracted for the Zoning Ordinance, not the Master Plan, there was no involvement by the public for the Master Plan, the sign should be used for public hearings & meetings, Violet Bouton’s property was donated to the Conservancy.

D.Kovach-Who is liquor constable? The Dutch Mill sign does not have permits or zoning. Petition for the investigation about the road closing at Dutch Mill.

R. Flammang-Only having public comment in the beginning does not allow the public to answer any of the business of the meeting.

J.Lemmer-Explained the changes in the Master Plan.

Announcements: None

Supervisor: Attended the MTA meeting.

Assessor: No Report.

Fire Chief: Written Report. 11 calls in October. 1 structure fire; 2 mutual aid requests; 2 gas leaks; 1 brush fire; 1 arcing electrical equipment; 1 smoke removal; 1 assist to CEMS; 1 alarm activation; 1 cancelled enroute. Average response time was 7.09.

Sheriff: No Report.

State Police: No Report.

County Commissioner: Dog ordinance will go into effect December 15, 2009. North Point has been sold.

Planning Commission: The Master Plan was adopted. Questions about a sign in R2 were brought up at the last meeting. Grand Junction business owners will have a chance to express their thoughts on the proposed Overlay District at the December 14th meeting.

Neighborhood Watch: No Report.

Hospital: Book Drive-December 2-3. Volunteers are needed.

South Haven Senior Services: A ramp was installed for a Columbia Township senior under "Make A Dream Come True". Contributions are welcome.

Recreation/Cemetery: No Report.

Zoning Administrator: 1 Zoning Compliance issued in October: Migrant Housing.

Blight Officer: No Report.

Correspondence: None

Old Business: CR 380 Property. Permits have been pulled and a mobile home purchased.

New Business: 1. Motion by Bradford, second by Burgett, to be closed November 26 through 28 for Thanksgiving. Carried unanimously. 2. Motion by Burgett, second by Nuismer, to approve $2,600 for the MTA Conference in January. Carried unanimously. 3. Motion by Bradford, second by Burgett, to allow the Boy Scouts to lay stepping stones by the flag pole if possible or in the grass by the front door. Carried unanimously. 4. Motion by Burgett, second by Bradford, to be closed December 23-26 for Christmas & December 31 – January 2 for New Years. Carried unanimously. 5. Motion by Bradford, second by Burgett, to have the township attorney look into the legalities of the sign at Dutch Mill. Carried unanimously.

Board Comment: George-What does the Zoning Ordinance say about signs.

Bradford-Did not want the time limit but because of some people it was necessary.
