Supervisor Bradford called the Regular Meeting of the Columbia Township Board to order. Present were Bradford, Burgett, Nuismer, Harrington & Hurley absent. In attendance were 34 citizens.

Consent Agenda: Regular Meeting Minutes-September 15, 2009; Special Meeting Minutes- None; Planning Commission Meeting Minutes-September 14, 2009; bills through October 20, 2009; Treasurer’s Report. Motion by Burgett, second by Nuismer, to approve the Consent Agenda. Carried.

Clerk: Bills paid after the Consent Agenda. Stephanie Barbosa-$835.99; Terry Page-$300; Verizon-$75.29. Motion by Burgett, second by Nuismer, to approve the bills paid after the consent agenda. Carried.

Additions/Corrections to Agenda: None

Supervisor: Received calls about the transfer station closing early on October 17th. He stated that he would check with Butch next Saturday and find a way to resolve it.

Assessor: No Report.

Fire Chief: 4 calls received in September: 2 Mutual Aid to structure fires; 1 Structure fire; & 1 gas leak. Average response time was 6.25 minutes.

Sheriff: 99 complaints received in September: 1 criminal sexual conduct; 9 assault; 1 harassing/nuisance; 2 breaking & entering; 3 larceny; 2 stolen vehicles; 1 fraudulent activity; 2 MDOP; 1 open intoxicant; 1 flee/elude/escape; 2 obstructing justice; 6 public peace; 2 hit & run; 1 traffic violation; 10 health/safety; 6 invasion of privacy; 1 runaway; 1 delinquent minor; 9 accident; 2 abandon/hazard; 7 alarm activation; 1 vehicle inspection; 3 suspicious situation; 14 general assistance; 11 be on the lookout. Linda Miller stat that there have been many problems at the Dutch Mill and asked Todd what he was doing about it. Todd told her that there had been no recent problems reported and he checks on it during his routine patrol. There was discussion of an upcoming hearing for some past violations with the MLCC. Julie Zecklin asked if the Dutch Mill had anything going on for Halloween.

State Police: No Report.

County Commissioner: The County has received $1200 for supplies for the Veterans Affair Office. Volunteers are needed for staff. The Road Commission has received a list of things that need to be improved. She said that our commissioner was attending all the meetings that are in his schedule. Sue was asked if any decision had been made about the South Haven court, she replied no.

Planning Commission: A Public Hearing was held October 19th for the revised Master Plan. A survey will be done next time it is revised. There was confusion between the Master Plan & Re-Zoning. The main changes were Farmland Preservation; Black River Watershed and home based businesses. John explained that the Planning Commission considered the entire township not just a select few and that they had been working on it for over year at meetings that were open to the public. Roger Flammang questioned John repeatedly and extensively on the Master Plan update. He repeatedly expressed his displeasure with the Planning Commissions actions. He stated that a new survey of the residents should have been done.

Neighborhood Watch: Many homes are not unoccupied. Watch your neighbors home. Make sure working batteries are in smoke detectors.

Hospital: Volunteers are needed-Flu is widespread, make sure to get your flu shot. Audience had questions about the flu

South Haven Senior Services: Transit drivers are trained for the care of seniors & the handling of wheel chairs. All you can eat pasta November 18, 5-7 pm at the Warren Center in South Haven.

Recreation/Cemetery: No Report.

Zoning Administrator: 5 zoning compliances issued in September. 1 porch/stair; 1 home; 1 pole barn; 1 roof; 1 modular.

Blight Officer: None

Correspondence: None

Old Business: Motion by Burgett, second by Nuismer, to approve Resolution 2009-27-Scott Court Action Resolution. One of the three people that are living in the camper spoke and thanked everyone for their help. Neighbors complained about the blight and the dogs and that they were violating the zoning ord. The board discussed the issue and Dale stated that there were many offers for help and that Mary was working with someone to coordinate it all. They then discussed the date in the resolution and the need to have it there. Roll call vote: Bradford aye, Burgett aye, Fogarty aye, Hurley absent, Harrington nay. Carried.

New Business: 1. Motion by Burgett, second by Nuismer, to set trick or treat hours for October 31, from 5-7 pm. After discussion the motion was carried. 2. Motion by Bradford, second by Burgett, to send the Re-Zoning of properties in Grand Junction back to the Planning Commission for review of the Overlay District. The board discussed the recommendation from the county planning commission for an overlay district and felt that it should be sent to the Planning Commission for review. The motion was carried.

3. Motion by Burgett, second by Nuismer, to approve Resolution 2009-26—Budget Amendment. Roll call vote: Bradford aye, Burgett aye, Fogarty aye, Hurley absent, Harrington aye. After discussion the motion was carried. 4. Motion by Bradford, second by Burgett, to approve seal coating & ditching for 2010. Dale will be meeting with the road commission next week and tell them the township will be seal coating and ditching rather than paving any roads. The motion was carried. .

Public Comment: V.Pike-What is happening with the Breedsville Dam? She was told that it was the village of Reedsville’s jurisdiction. R.Flammang-The Master Plan revisions should be a community effort not just the planning commission. Dave Smith asked if his property was being rezoned and he was told no it wasn’t that he had been miss-led. Roger Flammang repeatedly asked Dale why the township board did not pass a resolution giving them the final approval of the Master Plan. Dale said he could not answer that at this time and would look into it. He expressed his dis-satisfaction with Dales answer. Someone asked when the hearing for the Dutch Mill was about and Dale referred them to the owner of the Mill who was sitting in the audience. Roger Flammang asked Dale to explain what the litigation with the township is about. Dale responded.

J.Connor-Trees were trimmed along his property & the branches left. Dale said that he would call the road commission.

Dale read the announcements on the agenda and asked for a motion to adjourn.

Motion by Burgett, second by Nuismer, to adjourn. Carried.
