Supervisor Bradford called the Regular Meeting of the Columbia Township Board to order. Present were Bradford, Burgett, Fogarty, Hurley, and Harrington. In attendance were 32 citizens.

Consent Agenda: Regular Meeting Minutes-July 17, 2007, June 19, 2007; Special Meeting Minutes- July 19, 2007; Planning Commission Meeting Minutes-July 16, 2007; bills through August 21, 2007; Treasurer’s Report. Motion by Burgett, second by Fogarty, to approve the Consent Agenda. Carried unanimously.

Clerk: No Report

Guest Speaker: Pat McFarland (Lions Club) Bike-a-thon for Juvenile Diabetes.

Jim Ellis-Made comments about the fire at the Ellis Barn.

Public Comment: H. Johnson-The ISO rating in Columbia Township has increased since leaving BBACG.

Additions/Corrections to Agenda:

Motion by Burgett, second by Fogarty, to add part time deputy to discussion and #4 Budget Amendment and #5 Sale of North Point to New Business. Carried unanimously.

Supervisor: The first application of Dust Control has made a great improvement on the gravel roads. Another will be scheduled later this year.

Fire Chief: 14 calls received in July: 1 grass/brush fires, 1 outside rubbish, 3 motor vehicle accidents, 1 possible electrocution hazard, 3 good intent, 2 smoke investigation, 1 smoke detector activations, 1 structure, 1 cancelled en route. Average response time was 7.71 minutes. There is a state wide burn ban until further notice.

Sheriff: 143 complaints received in July: 2 abandoned vehicle, 4 accidents, 5 alarm activation, 5 animal at large, 23 assault, 8 be on the look out, 3 breaking & entering, 4 civil/property disputes, 1 conservation, 1 criminal sexual conduct; 1 cruelty to animals, 1 dog law violation, 32 general assistance, 1 health & safety, 1 hit & run, 10 invasion of privacy, 10 larceny, 5 MDOP, 1 missing person, 1 obstructing justice, 4 public peace, 1 reckless firearm, 4 runaway, 1 stolen vehicle, 8 suspicious situation, 3 traffic violation, 3 VCSA.

State Police: No Report.

 

County Commissioner: The North Point property is not for sale. The Dog Barking Ordinance probably will not be decided until the end of September.

Planning Commission: The Zoning Ordinance is almost complete.

Neighborhood Watch: Training will be held for Neighborhood Watch to make sure that all involved will be doing the same things.

Hospital: The Wellness Center is progressing.

South Haven Senior Services: No Report.

Recreation/Cemetery: No Report.

Zoning Administrator: 15 Zoning Compliances issued in August: 1 Handicap Ramp, 1 used mobile, 6 New Homes, 1 Carport, 1 Renovation, 1 Basement under home, 2 re-roof, 1 Pole Barn, 1 Repair block/roof.

Blight Officer: No Report

Correspondence: None

Discussion: Funds for a second deputy will be discussed at the Budget meetings in January.

Old Business: None

New Business:

Motion by Burgett, second by Hurley, to have the township offices closed on Saturday September 1st for Labor Day Weekend. Carried unanimously.

Motion by Harrington, second by Hurley, to hold a public hearing for the closing of the railroad tracks on 8th Av. Carried, Bradford & Burgett NO.

3. Motion by Burgett, second by Fogarty, to send a letter to the DEQ about the Bdale sewer project. Carried unanimously.

4. Motion by Burgett, second by Fogarty, to approve Resolution 2007-13-Budget Amendment Carried unanimously.

5. Motion by Burgett, second by Hurley, to approve Resolution 2007-14-Sale of North Point. Carried unanimously.

Public Comment:

Roger Flammang made statements in regards to the Burgett Site Plan Change. Supervisor Bradford stated that he is tired of his complaints.

The Road Commission should build up the paved road edges.

Kim Stokes read & submitted a Freedom of Information Request for the attorney bills relating to any and all charges issued because of Ken Speicher and/or his group of concerned citizens.

Motion by Burgett, second by Hurley, to adjourn. Carried unanimously.
