Supervisor Bradford called the Regular Meeting of the Columbia Township Board to order. Present were Bradford, Burgett, Fogarty, Hurley, and Harrington. In attendance were 20 citizens.

Consent Agenda: Regular Meeting Minutes-October 17, 2006; Special Meeting Minutes- November 1, 2006; Planning Commission Meeting Minutes-October 16, 2006; bills through October 17, 2006; Treasurer’s Report. Motion by Burgett, second by Hurley, to approve the Consent Agenda. Carried unanimously.

Motion by Burgett, second by Fogarty, to approve the bills paid after the consent agenda. Carried unanimously.

Additions/Corrections to Agenda: Motion by Burgett, second by Fogarty, to add the Legion Building to New Business #7. Carried unanimously.

Motion by Burgett, second by Bradford, to add cabinets to New Business #8. Carried unanimously.

Supervisor: It is the supervisor’s option about the removal of trees for new road construction. Bradford told the road commission to remove as few trees as possible.

Sheriff: 80 complaints received in October: 1 abandoned vehicle, 13 accidents, 10 alarm activation, 5 animal at large, 3 assault, 5 be on the look out, 3 breaking & entering, 1 civil/property disputes, 1 conservation, 11 general assistance, 2 invasion of privacy, 4 larceny, 2 MDOP, 2 obstructing justice, 8 public peace, 4 stolen vehicle, 4 suspicious situation, 1 traffic violation.

State Police: No Report.

County Commissioner: The Sheriff Work crew is doing preventative maintenance on the drains. The Commissioners are looking into purchasing a vehicle to save the expense of paying mileage.

Fire Chief: 5 calls received in October; 1 possible arson, 1 leaf fire, 1 car fire, 1 downed wire, 1 unauthorized burning. Average response time was 8.6 minutes.

Planning Commission: A Special Use Permit was issued to Don Stoltzner for an accessory building on an adjoining vacant lot.

Neighborhood Watch: The Meth Watch signs are going up around the township. Thanks to everyone for all the support.

Hospital: New services provided are Pulmonary Rehab & Cardiac Rehab. 10,537# of food were collected during the Michigan Harvest Food Gathering.

South Haven Senior Services: No Report.

Recreation/Cemetery: No Report.

Zoning Administrator: 7 Zoning Compliances issued in October: 2 modular’s, 1 temporary housing, 3 re-roofs, 1 home.

Blight Officer: No Report.

New Business:

Motion by Burgett, second by Hurley, to approve $2,200 for the MTA conference in January. Carried unanimously.

Motion by Burgett, second by Fogarty, to approve the State Plumbing fees. Carried unanimously.

3. Motion by Hurley, second by Fogarty, to table the Mechanical fees. Carried unanimously. .

4. Motion by Burgett, second by Fogarty, to approve the Electrical fees. Carried unanimously.

5. Motion by Hurley, second by Burgett, to appoint Max Streeter as fire chief with an annual salary of $9,600 + run pay. Carried unanimously.

6. Motion by Burgett, second by Hurley, to approve Resolution 2006-28, Consenting to Inclusion of Municipality In Brownfield Redevelopment Authority. Roll call vote: Bradford aye, Burgett aye, Fogarty aye, Hurley aye, Harrington aye. Carried unanimously.

7. Motion by Bradford, second by Burgett, to approve leasing the former Legion Hall for use as a food pantry. A plan for the rehab and use must be received within 90 days. Carried unanimously.

8. Motion by Burgett, second by Fogarty, to purchase cabinets to match, for the office at a cost not to exceed $800. Carried unanimously.

Public Comment: H. Johnson-Jerry Thibodeau, the assessor was fired from another municipality. Dale Bradford should be spending more time at the township hall.

L. Miller-Johnson’s comment was unfair.

A. Willett-the township didn’t know the fees were going up.

L. Johnson-Pabis has been dragging his feet in response to phone calls.

M. Arens-Senior Xmas dinner-December 15th and Senior New Years dinner-December 31st. Reservation only.
