Supervisor Bradford called the Regular Meeting of the Columbia Township Board to order. Present were Bradford, Burgett, Fogarty, Hurley, and Harrington. In attendance were 47 citizens.

Consent Agenda: Regular Meeting Minutes-September 19, 2006; Planning Commission Meeting Minutes-August 21, 2006; September 18, 2006; bills through October 17, 2006; Treasurer’s Report. Motion by Burgett, second by Fogarty, to approve the Consent Agenda. Carried unanimously.

Guest Speaker: SHASS- Discussed were the services provided by SHASS and the money to be set aside for the Senior Potluck.

Public Comment: Anne Willett, thanked everyone for taking care of each other on behalf of her uncle.

Motion by Hurley, second by Fogarty to take a break. Carried unanimously.

Announcements: Rides will be available to and from the township hall on Election Day. The Columbia Township Hall will be a drop off site for Toys for Tots and old eyeglasses. The Grand Junction Lions will be having a spaghetti dinner at the Jeptha Lake Golf Course on 12/3 at 1pm.

Additions/Corrections to Agenda: Motion by Burgett, second by Hurley, to add Budget Amendment as #8 New Business. Carried unanimously.

Motion by Bradford, second by Burgett, to add setting a date for a workshop as #9 New Business and cost of boarding up Legion Building as #10. Carried unanimously.

Supervisor: Bradford attended the Casco Township meeting to hear their discussion on SHASS.

Sheriff: 139 complaints received in September: 2 abandoned vehicle, 8 accidents, 6 alarm activation, 1 ambulance standby, 3 animal at large, 17 assault, 12 be on the look out, 1 breaking & entering, 1 civil/property disputes, 2 cruelty to animals, 4 delinquent minor, 1 dog law violation, 3 fire dispatch, 2 flee/allude, 1 fraudulent activity, 20 general assistance, 3 harassing/nuisance, hit & run, 2 invasion of privacy, 3 larceny, 1 lost/found property, 3 MDOP, 19 medical response, 4 public peace, 4 reckless firearm, 1 runaway, 8 suspicious situation, 2 VCSA, 2 vehicle inspection, 3 wrecker request.

State Police: No Report.

County Commissioner: Harold Johnson gave a summary of the proposals on the ballot for the November 7, 2006 election.

Fire Chief: 9 calls received in September: 1 smoke detector activation, 1 accident, 1 hazmat investigation, 1 propane tank tipped over, 1 structure, 1 downed wire, 1 cancelled en route, and 1 false alarm. Average response time was 3.78 minutes.

Planning Commission: We are continuing to work with the planning consultant in revising the zoning ordinance. The September minutes were clarified to reflect the options available to the Winter’s for their Special Use Permit.

Neighborhood Watch: Next meeting-November 2, 2006-7:30 pm. Fire safety brochures will be passed out during trick or treat on Halloween. Neighborhood Watch will be on patrol.

Hospital: October is breast cancer awareness month.

South Haven Senior Services: No Report.

Recreation/Cemetery: The sheriff work crew cleaned up the cemeteries and the field by the hall.

Zoning Administrator: 7 Zoning Compliances issued in September: 3 additions, 1 modular, 2 pole buildings, and 1 migrant camp.

Correspondence: Letter from South Haven Area Senior Services.

Old Business: Motion by Burgett, second by Hurley, to approve Resolution 2006-26-SHASS Senior Citizens Services. Roll call vote: Bradford aye, Burgett aye, Fogarty aye, Hurley aye, Harrington aye. Carried unanimously.

New Business:

Motion by Burgett, second by Fogarty, to approve Resolution 2006-22-Anti Blight Ordinance. Roll call vote: Bradford aye, Burgett aye, Fogarty aye, Hurley aye, Harrington NO. Carried.

Motion by Burgett, second by Hurley, to approve Resolution 2006-23-Nuisance Abatement Ordinance. Roll call vote: Bradford aye, Burgett aye, Fogarty aye, Hurley aye, Harrington NO. Carried.

3. Motion by Burgett, second by Fogarty, to approve Resolution 2006-24-Hazardous Spills Recovery Ordinance. Roll call vote: Bradford aye, Burgett aye, Fogarty aye, Hurley aye, Harrington aye. Carried unanimously.

4. Motion by Burgett, second by Hurley, to approve Resolution 2006-25-Zoning Map. Roll call vote: Bradford NO, Burgett aye, Fogarty aye, Hurley aye, Harrington NO. Carried.

5. Motion by Fogarty, second by Burgett, to be closed from November 20 to 27 for Thanksgiving. The Regular Meeting will still be held November 21 at 7:00 pm. Carried unanimously.

6. Motion by Bradford, second by Hurley, to be closed December 21 to January 2 for Christmas, with the exception of December 29 for taxes. Carried unanimously.

7. Motion by Hurley, second by Fogarty to table the carpet purchase. Carried unanimously.

8. Motion by Burgett, second by Bradford, to approve Resolution 2006-27-Budget Amendment. Roll call vote: Bradford aye, Burgett aye, Fogarty aye, Hurley aye, Harrington aye. Carried unanimously.

9. Motion by Fogarty, second by Burgett, to have a workshop on November 1st at 4:00 pm. Carried unanimously.

10. Motion by Burgett, second by Harrington, to approve $350 for material to close up the Legion building. Carried unanimously.
