Supervisor Bradford called the Regular Meeting of the Columbia Township Board to order. Present were Bradford, Burgett, Fogarty, Hurley, and Harrington. In attendance were 33 citizens.

Consent Agenda: Regular Meeting Minutes-August 15, 2006; Planning Commission Special Meeting Minutes-August 14, 2006; bills through September 18, 2006; Treasurer’s Report. Motion by Burgett, second by Hurley, to approve the Consent Agenda. Carried unanimously.

Motion by Burgett, second by Fogarty, to approve the bills paid after the consent agenda. Carried unanimously.

Additions/Corrections to Agenda: Motion by Burgett, second by Hurley, to add #8 to new business. Carried unanimously.

Supervisor: No Report

Sheriff: 74 complaints received in August: 2 abandoned vehicle, 14 accidents, 1 accident shooting, 10 alarm activation, 3 animal at large, 14 assault, 5 be on the look out, 3 cruelty to animals, 2 cruelty/neglect, 2 flee/allude, 2 for your info, 1 fraudulent activity, 22 general assistance, 1 health & safety, 1 invasion of privacy, 6 larceny, 2 lost/found property, 1 MDOP, 1 obstructing justice, 1 open intoxicant, 1 suspicious situation, 2 traffic violation, 2 vehicle inspection.

State Police: Kyle Gorham gave a report of the activity in Columbia Township in August.

County Commissioner: Harold Johnson gave a report of his past accomplishments and his average monthly schedule.

Fire Chief: 2 calls received in August, 1 good intent, 1 smoke detector activations.

Planning Commission: A Special Use Permit for an accessory building on a vacant parcel was granted at the last meeting. Anne Willett was recommended to the Township Board for the Zoning Board of Appeals.

Neighborhood Watch: Thanks to everyone for supporting Neighborhood Watch. Columbia Township has received a grant for 25 Meth Watch signs. 10 will stay in the township and 15 will be distributed around Van Buren County. Next meeting-October 5, 2006-7:30 pm.

Hospital: The week-end access to the hospital has changed to the emergency entrance. The Auxiliary is looking for volunteers, please call 637-5271 to volunteer.

South Haven Senior Services: Funds for medical transport are now available.

Recreation/Cemetery: No Report.

Zoning Administrator: 7 Zoning Compliances issued in August: 1 wood frame, 1 second floor addition,1 used mobile,

2 pole buildings, 1 screened porch, and 1 garage.

Blight Officer: No report.

Correspondence: Frank & Jeanine Grubisich letter to the Planning Commission.

Old Business: Motion by Hurley, second by Fogarty, to table the distribution of the Senior Services Millage. Carried. Bradford & Harrington No.

Motion by Bradford, second by Burgett, to appoint Anne Willett to the Zoning Board of Appeals. Carried unanimously.

Motion by Fogarty, second by Harrington, to have a 10 minute recess. Carried unanimously.

New Business:

Motion by Bradford, second by Burgett, to purchase a computer for the supervisor and 3 Office software upgrades, not to exceed $1775.00. Carried unanimously.

Motion by Burgett, second by Hurley, to approve Banking Transactions Resolution 2006-20. Roll call vote: Bradford aye, Burgett aye, Fogarty aye, Hurley aye, Harrington aye. Carried unanimously.

Motion by Burgett, second by Hurley, to approve the Uniform Traffic Code Ordinance Resolution 2006-21. Roll call vote: Bradford aye, Burgett aye, Fogarty aye, Hurley aye, Harrington aye. Carried unanimously.

Motion by Burgett, second by Fogarty, to set the Public Hearing date for the Anti Blight Ordinance, Nuisance Abatement Ordinance, and Hazardous Spills Recovery Ordinance, for October 17, 2006 at 6:45 PM. Carried unanimously.

Motion by Bradford, second by Burgett, to set trick or treat hours for October 31, 2006- 5-7 pm. Carried. Fogarty No.

Motion by Burgett, second by Hurley, to set the Public Hearing date for the Zoning Map for October 17, 2006 at 6:30 pm. Carried unanimously.

Motion by Bradford, second by Burgett, to approve $250 for the installation of the Meth signs. Carried unanimously.

Public Comment: Maris Underwood-The Planning Commission is doing a great job. The Palmer Drain tube on 53rd has not been replaced.
