Supervisor Bradford called the Regular Meeting of the Columbia Township Board to order. Present were Bradford, Burgett, Fogarty, Hurley, and Harrington. In attendance were 31 citizens.

Consent Agenda: Regular Meeting Minutes-May 16, 2006; Planning Commission Meeting Minutes-removed from consent agenda for correction; bills through June 20, 2006; Treasurer’s Report. Motion by Burgett, second by Fogarty, to approve the Consent Agenda. Carried unanimously.

Motion by Burgett, second by Fogarty, to approve the bills paid after the consent agenda. Carried unanimously.

Guest Speaker: 1. Patrick Hudson-Michigan Township Services-Talked about what he would be doing with the Planning Commission during the revision of the Zoning Ordinance.

2. Sue Hammond-candidate for County Commissioner-Introduced herself and gave idea of what she would like to do if she was elected.

3. Jennifer Carver & Richard Curtis-South Haven Senior Services-Gave report of services provided to the township and urged everyone to support the millage, August 8th. The newsletter will start being sent out in the South Haven Tribune.

Public Comment: John Lemmer was thanked for the great job he has been doing on the Planning Commission.

Motion by Burgett, second by Hurley, to add these to the agenda. Carried unanimously.

Supervisor: People are pleased about the curve at the end of Silver Saddle Drive being smoothed out and the street light at 53rd & CR 384.

Sheriff: 102 complaints received in May: 8 accidents, 7 alarm activation, 6 animal at large, 20 assault, 7 be on the look out, 2 breaking & entering, 1 civil/property disputes, 1 conservation, 1 cruelty to animals, 4 delinquent minor, 10 flee/allude, 1 for your info, 1 fraudulent activity, 9 general assistance, 2 invasion of privacy, 10 larceny, 2 MDOP, 2 missing person, 3 obstructing justice, 3 public peace, 2 suspicious situation.

State Police: Kyle Gorham gave a report of the activity in Columbia Township in May. Theft of metals is high in the surrounding areas.

County Commissioner: The county drain commissioner has been notified about the problem at CR 388 & CR 215.

Fire Chief: 12 calls received in May, 1 cancelled en route, 2 grass/brush fires, 1 lift assist, 2 mutual aid, 1 structure, 1 unauthorized burning, 3 vehicle accidents. Average response time was 8.58 minutes. All members of the Columbia Township Fire Department carry ID.

Planning Commission: The Special Use Permit for the campground was tabled again. The next meeting on July 17, 2006 will have a workshop at 6pm and the regular meeting at 7pm.

Neighborhood Watch: The Pancake Breakfast will be held July 1, 2006 at the township hall. We currently have 313 members. Please support the Senior Millage August 8. Ron Jelinek will be the guest speaker at the meeting July 13th.

Hospital: An application has been submitted for a 64 slice CT Scanner from the State of Michigan.

Recreation/Cemetery: The papers have been given to the attorney for the Latchaw cemetery lots.

Zoning Administrator: 9 Zoning Compliances issued in May: 1 modular, 1 roof repair, 1 close in under roof, 1 re-roof, 2 additions, 1 greenhouse, 2 remodel.

Blight Officer: No Report.

Motion by Fogarty, second by Hurley, to take a 10 minute break. Carried unanimously.

Correspondence: None

Old Business: Motion by Burgett, second by Hurley, to table the sale of the Berlamont parcel until the title search can be completed. Carried unanimously.

New Business:

Motion by Bradford, second by Burgett, to approve the following road work. Carried unanimously.

Seal Coat: 52nd from CR 380 to 24th ; 15th from CR 215 to 52nd;

52nd from 15th to CR 384; 51.5 from 8th to Lake Rd. $30,450

Motion by Fogarty, second by Burgett, to pay $50,000 from the Ambulance Fund & $50,000 from the fire fund on the building loan. Motion by Fogarty, second by Burgett, to amend the motion-$50,000 from the fire fund to be put on a CD. Carried unanimously.

3. Motion by Burgett, second by Hurley, to approve the Budget Amendment. Roll call vote. Bradford aye, Burgett aye, Fogarty aye, Hurley aye, Harrington aye. Carried unanimously.

4. Motion by Burgett, second by Hurley, to offer the property on 51.5 & Baseline Road for public sale with a letter to adjoining property holders, minimum bid of $4,200. Carried unanimously.

5. Motion by Burgett, second by Hurley, to offer the lots in Grand Junction for public sale with a letter to adjoining property holders, minimum bid of $12,000, with a condition that the building be brought up to code or demolished within in 6 months. Carried unanimously.

6. Motion by Burgett, second by Fogarty, to be closed July 1 through July 5th. Carried unanimously.

7. Motion by Bradford, second by Burgett, to pay Farley Gruber $100 for the rolling ladder. Carried unanimously.

8. Motion by Bradford, second by Burgett, to purchase an infra red camera not to exceed $7000. Carried unanimously.

9. Motion by Hurley, second by Fogarty, to keep Max Streeter as acting Farley Chief for 6 months. Carried unanimously.

10. Motion by Bradford, second by Burgett, to purchase the Jaws of Life not to exceed $14,250. Carried unanimously.

11. Motion by Burgett, second by Hurley, to hire Patrick Hudson of Michigan Township Services to help the Planning Commission revise the Zoning Ordinance-not to exceed $5000. Carried unanimously.

Public Comment: Linda Miller & Vita Pike are against paving any road. The Planning consultant is a good idea.
