Supervisor Bradford called the Regular Meeting of the Columbia Township Board to order. Present were Bradford, Burgett, Fogarty, Hurley, and Harrington. In attendance were 30 citizens.

Consent Agenda: Regular Meeting Minutes-September 20, 2005; Planning Commission Meeting Minutes-September 6, 2005; bills through October 18, 2005; Treasurer’s Report. General Fund Check #14247 is void. Motion by Burgett, second by Hurley, to approve the Consent Agenda. Carried unanimously.

Announcements: Columbia Township & Bloomingdale Schools collected items to be sent to Louisiana to help victims of hurricane Katrina.

Sheriff: 133 complaints received in September: 5 abandoned vehicle, 4 accidents, 7 alarm activation, 10 animal at large, 10 assault, 1 ATT pickup, 3 be on the look out, 6 breaking & entering, 1 civil/property disputes, 1 criminal sexual conduct; 2 cruelty to animals, 1 cuelty/neglect, 3 delinquent minor, 2 dog law violation, 13 flee/allude, 21 general assistance, 1 health & safety, 1 hit & run, 6 invasion of privacy, 1 larceny, 1 lost/found property, 1 MDOP,5 obstructing justice, 1 open intoxicant, 1 under the influence of liquor, 11 public peace, 1 runaway, 3 stolen vehicle, 4 suspicious situation, 4 traffic violation, 1 VCSA, 1 vehicle inspection.

State Police: Kyle Gorham gave a report of the activity in Columbia Township in September.

County Commissioner: Van Buren County Transit will continue for another year.

Fire Chief: 12 calls received in September, 1 medical assist, 1 personal injury, 3 structure ( 2 mutual aid assists), 1 transformer fire/downed wire, 1 unauthorized burning, 2 gas leaks, 1 cancelled enroute, 2 move up. Average response time was 4.08 minutes.

Planning Commission: The next meeting is November 8, 2005. The Ag District of the Zoning Ordinance will be discussed.

Neighborhood Watch: Next meeting-November 3, 2005-7:30 pm. Everyone is urged to support the Police Millage by voting yes November 8, 2005.

Book Station: The Book Station will be closing due to a lack of interest from the community. Thank you to MBG, David Hill, Bryce May, Edy Winters, Dick & Kathy Curtis, Phyllis Janda, the Book Station Committee, and everyone else who helped the Book Station over the past few years.

Hospital: October is National Breast Awareness Month.

South Haven Senior Services: Care Watch is expanding.

Recreation/Cemetery: No Report.

Zoning Administrator: 13 Zoning Compliances issued in September: 1 wood frame, 2 modulars, 2 pole buildings, 1 block chimney, 2 reroof, 2 decks, 1 barn addition, and 2 garages.

Correspondence: Letter from Karen Balitewicz regarding the Lake Access on Burda Drive.

Letter from Tom & Dolores Wagner requesting a street light at the intersection of CR 384 & 53rd.

Old Business: Motion by Burgett, second by Hurley, to approve the bid received by All-N-1 Construction for $1446.00 for the steps at 50859 15th Av. Carried unanimously.

New Business:

1a) Motion by Burgett, second by Hurley, to set trick or treat for October 31 from 5-7 pm. Carried unanimously.

2a) Motion by Burgett, second by Fogarty, to approve Resolution 2005-24-Zoning Ordinance Amendment. Roll call vote: Bradford aye, Burgett aye, Fogarty aye, Hurley aye, Harrington aye.

3a) Motion by Burgett, second by Fogarty, to approve street lights at CR 384 & 53rd and CR 388 & 53rd. Harrington No. Carried.

4a) Work at the Cemetery tabled until another bid can be obtained.

1b) Motion by Burgett, second by Hurley, to approve an additional $40 for the tires for #2762. Carried unanimously.

2b) Motion by Fogarty, second by Hurley, to set minimum bids for the land sale. Carried unanimously.

Motion by Burgett, second by Fogarty, to have bids due November 14, 2005, for the next land sale. The minimum bids will be Map # Minimum Bid

3b) Motion by Fogarty, second by Burgett, to approve a minimum charge of $5 for a FOIA request. Bradford No. Carried.

4b) Motion by Burgett, second by Fogarty, to charge .50 per copy for 11x14 and .25 for all other copies. Carried unanimously.

Public Comment:

John H. thanked Rosemary Hurley for her work with the Book Station. Walmart and Neighborhood Watch each donated $50 to Katrina victims.
Harold J. stated that George Harrington has homes in Columbia & Lee Townships. He should produce utility bills to prove where he resides.
Maris U. has absentee voter applications and signs for the police millage.

Motion by Fogarty, second by Hurley, to adjourn. Carried unanimously.
