Supervisor Bradford called the Regular Meeting of the Columbia Township Board to order. Present were Bradford, Burgett, Fogarty, Hurley, and Harrington. In attendance were 28 citizens.

Consent Agenda: Regular Meeting Minutes-August 16, 2005; Planning Commission Meeting Minutes-August 9, 2005; bills through September 20, 2005; Treasurer’s Report. Motion by Burgett, second by Fogarty, to approve the Consent Agenda. Carried unanimously.

Guest Speaker:

Beth Foune & Darlene Patterson from Hospice told of the services provided by Hospice and asked for volunteers.
The Lemmer sisters thanked everyone for the support for their trip to New York and recited a monolog from their trip.
Mary Lou MacDonald asked the Board to have the end of Silver Saddle Drive surveyed so the public could use the right of way.

Public Comment: Anne Willett urged everyone to vote for the Police Millage November 8th, and challenged anyone against the millage to come to the Neighborhood Watch meeting October 6th and tell why.

Additions/Corrections to Agenda:

1) Motion by Fogarty, second by Hurley, to move Item # 8 to item # 1. Carried unanimously.

2) Motion by Fogarty, second by Hurley, to add the loan payment to the agenda.  Carried unanimously.

Supervisor: Farmland Preservation needs to be put into the ordinances.

Sheriff: 108 complaints received in August`: 6 abandoned vehicle, 17 accidents, 3 alarm activation, 7 animal at large, 9 assault, 8 be on the look out, 2 breaking & entering, 1 civil/property disputes,1 criminal sexual conduct; 1 delinquent minor, 1 embezzlement, 1 fraudulent activity, 14 general assistance, 2 harassing/nuisance, 1 health & safety, 1 hit & run, 1 invasion of privacy, 2 MDOP, 2 obstructing justice, 11 public peace, 2 reckless firearm, 1 runaway, 1 stolen vehicle, 5 suspicious situation, 1 traffic violation, 1 VCSA, 4 vehicle inspection, 2 weapons violation. Thanks to Farley Gruber for helping with the triathlon.

State Police: Kyle Gorham gave a report of the activity in Columbia Township in August.

County Commissioner: No Report.

Fire Chief: 8 calls received in August, 2 medical assist, 4 personal injury, 1 smoke detector activations, 1 unauthorized burning. Average response time was 4.63 minutes. Columbia Township has received $100 partial reimbursement, for an arson fire.

Planning Commission: The planning commission is currently working on updating the Ag. District in the Zoning Ordinance.

Neighborhood Watch: Sheriff Gribler will be at the next meeting October 6, 2005. Second home owners who do not get Homestead Credit are in favor of the Police Millage.

Book Station: The Community Yard Sale had a good turn out. Everyone would like it done again in the spring. The Book Station made $139.95 from the sale of books and the space rent.

Hospital: Dr. Richard Swanson, Rheumatologist, has opened his practice in the Shoreline Medical Office Building.

South Haven Senior Services: Bingo/Snack will be held September 30, 1:00 PM at the Columbia Township Hall.

Recreation/Cemetery: Thompson Cemetery is partially cleaned up.

Zoning Administrator: 12 Zoning Compliances issued in August: 2 renovations, 1 rabbit hutch, 1 pole barn remodel, 2 wood frame, 1 double wide, 1 used mobile, 2 additions, 1 modular, 1 pole building. A Zoning Compliance was issued for a pole barn on Fire lane 15. It was built with improper setbacks and had to be moved back.

Old Business: Calabrese has removed the trailer.

New Business:

Motion by Burgett, second by Hurley, to approve the Broadband contract. Carried unanimously.
Motion by Fogarty, second by Burgett, to accept Gene Farley’s resignation from the Board of Review. Carried unanimously.
Motion by Hurley, second by Burgett, to appoint Dean Beckwith to the Board of Review. Carried unanimously.
Motion by Burgett, second by Fogarty to obtain a second bid for the home repair project to be paid for by the Emergency Repair Fund. Carried. Harrington No.
Motion by Burgett, second by Fogarty to approve the Septic Ordinance Amendment 2005-06, by Resolution 2005-23. Carried unanimously.
Motion by Burgett, second by Hurley to hold a public hearing for the zoning ordinance amendments on October 18, 2005 at 6:30 PM. Carried unanimously.
Motion by Burgett, second by Fogarty to approve the Anti Blight Ordinance 2005-04, by Resolution 2005-21. Carried. Harrington No.
Motion by Burgett, second by Fogarty to approve the Nuisance Abatement Ordinance 2005-05 by Resolution 2005-22. Carried. Harrington No.
Motion by Burgett, second by Hurley to approve purchase of a used tanker and necessary equipment at a cost of $4,500. Carried unanimously.
Motion by Fogarty, second by Hurley to approve an additional $150 for tires for truck #2762. Carried unanimously.
Motion by Burgett, second by Hurley to pay $60,000 from the Ambulance Fund to WMSB for the Emergency

Services Building loan. Carried unanimously.

Public Comment:

Dean & Margie Beckwith donated stuffed animals to the Fire Department for children that have lost their home due to fire. He gave a very large stuffed animal to Farley Gruber.
Mary Lou MacDonald would like to have the board come to some decision on the public right of way at the end of Silver Saddle Drive.
Ron Douglas stated that approximately 95% of all blight complaints are cleaned up after they have been issued a warning.
Jim Sykora asked if the court security affected road patrols. Ron Douglas replied that so far it hasn’t.

Motion by Fogarty, second by Burgett to adjourn. Carried unanimously.
