Supervisor Bradford called the Regular Meeting of the Columbia Township Board to order. Present were Bradford, Burgett, Fogarty, Hurley, and Harrington. In attendance were 26 citizens.

Consent Agenda: Regular Meeting Minutes-January 18, 2005; Budget Workshop Minutes- February 3, 7, 10, 2005; Planning Commission Meeting Minutes-January 4, 2005; bills through February 15, 2005; Treasurer’s Report. Motion by Burgett, second by Hurley, to approve the Consent Agenda. Carried unanimously.

Clerk: Bills paid after the Consent Agenda.

Motion by Burgett, second by Hurley, to approve the bills paid after the consent agenda. Carried unanimously.

Public Comment:

Theresa Lemmer-We Care and the Girl Scouts will be assembling small Easter Baskets.
Linda Miller-contact Julie Pioch for information on Farmland Preservation.

Additions/Corrections to Agenda: Motion by Burgett, second by Fogarty, to add # 5 to New Business-Budget Amendment. Carried Unanimously.

Guest Speaker:

Judge Buhl talked about the Annual Report for the 36th Judicial Circuit Court.
Doc Stevens from Warner Camp offered the services of people from the camp for one week in July to help with projects.

Supervisor: Four board members attended the MTA conference in Detroit in January.

Sheriff: 45 complaints received in January: 5 alarm activation, 2 animal control, 5 assault, 1 breaking & entering, 1 child neglect, 1 fraudulent activity, 13 general assistance, 2 invasion of privacy, 2 MDOP, 1 public peace, 1 stolen vehicle, 4 suspicious situation, 5 traffic complaints.

State Police: No Report.

County Commissioner: The commissioners are being very careful about approving any spending.

Fire Chief: 2 calls received in January; 1 medical assist, 1 structure assist. Average response time was 7.5 minutes. Dog Clinic-February 20 from 2-4pm at the Fire Station in Grand Junction. Plug in air fresheners are a fire hazard.

Planning Commission: No Report.

Neighborhood Watch: Next meeting-March 3, 2005-7: 00 pm.

Book Station: No Report.

Hospital: Heart to Heart screening will be held February 15-17 at the hospital. In 2004, 326 babies were born at South Haven Hospital. A sleep disorder study is being conducted at the hospital.

South Haven Senior Services: Activities have been increased in Columbia Township. Bingo will be held twice a month and a movie day has been started.

Recreation/Cemetery: Suggestions have been made for improving the ball field and the 40-acre park by Silver Lake.

Zoning Administrator: A Zoning Compliance for a Nextel tower was issued in January.

Old Business: Motion by Burgett, second by Hurley, to issue a dump ticket for two free trips to the transfer station, instead of having Free Dump Day. Carried unanimously.

New Business:

Motion by Burgett, second by Fogarty, to split Lot 37 on West Shore Drive. Carried unanimously.
Motion by Burgett, second by Hurley, to approve Resolution 2005-02, Establishment of Industrial Development District Public Hearing. Roll call vote. Bradford aye, Burgett aye, Fogarty aye, Hurley aye, Harrington aye. Carried unanimously.
Motion by Burgett, second by Hurley, to establish guidelines for the sale of township property. Carried unanimously.
Motion by Burgett, second by Harrington, to proceed with the work at the Jep Lake Access. Carried unanimously.
Motion by Burgett, second by Fogarty, to approve Resolution 2005-03-Budget Amendment. Roll call vote. Bradford aye, Burgett aye, Fogarty aye, Hurley aye, Harrington aye. Carried unanimously.

Lynne Farley-Contact Larry Nielson from Bangor, about grant writing.
Frank Grubisich-The fire millage was to be reduced this year.
Gene Farley-Thanks for the improvement in plowing the township roads.
Linda Miller-Special Use Permits are being granted when they shouldn’t be.
