The Regular Meeting of the Columbia Township Board was called to order by Supervisor Bradford. Present were Bradford, Burgett, Fogarty, Hurley, and Harrington. In attendance were 20 citizens.

Consent Agenda: Regular Meeting Minutes-December 21, 2005; Special Meeting Minutes- January 11, 2005; January 12, 2005; Planning Commission Meeting Minutes-December 7, 2005; bills through January 17, 2005; Treasurer’s Report. Motion by Burgett, second by Hurley, to approve the Consent Agenda. Carried.

Motion by Burgett, second by Fogarty, to approve the bills paid after the consent agenda. Carried.

Public Comment: Linda Miller attended the Farmland and Open Space Preservation meeting.

Announcements: Thank you to Dean & Margie Beckwith for donating a carbon monoxide detector and an infrared thermometer to the Columbia Township Fire Department.

Additions/Corrections to Agenda: Motion by Burgett, second by Hurley, to add Steve Smith as alternate ZBA to the agenda New Business #11. Carried.

Supervisor: No Report

Sheriff: 67 complaints received in December: 5 abandoned vehicle, 15 accidents, 5 alarm activation, 1 animal control, 7 assault, 1 be on the look out, 1 breaking & entering, 1 civil/property disputes, 1 fraudulent activity, 13 general assistance, 2 harassing/nuisance, 1 invasion of privacy, 2 larceny, 2 MDOP, 2 obstructing justice, 1 public peace, 1 stolen vehicle, 3 suspicious situation, 1 traffic violation, 2 vehicle inspection,.

State Police: No Report.

County Commissioner: The County has a balanced budget. A list of committees needing volunteers can be picked up at the township hall.

Fire Chief: 5 calls received in December: 1 controlled burn, 1 horse trailer, 2 personal injury, 1 structure (assist to South Haven), Average response time was 7.4 minutes. In 2004 there were 95 calls with an average response time of 5.8 minutes.

Planning Commission: Thank you to Linda Miller for representing Columbia Township at the farmland open space preservation meeting. Purchase of development rights will be talked about at our next meeting.

Neighborhood Watch: There was one breaking and entering in Columbia Township last month. A Neighborhood Watch patrol noticed a suspicious situation and notified authorities and the intruder was caught.

Book Station: Hours are Wednesday 2:00 to 5:00 pm and Saturday 10:00 am to 2:00 pm.

Hospital: No Report.

South Haven Senior Services: Kathy, the new coordinator, will be holding an increased number of activities at the township hall.

Recreation/Cemetery: No Report.

Zoning Administrator: 3 Zoning Compliances issued in December: 2 pole buildings, and 1 cottage addition.

DISCUSSION:

The Board requested financial statements from Neighborhood Watch and also a new budget request including advertising for the upcoming fiscal year.
Coloma Ambulance to pay some of the new Emergency Services Building expenses.

Motion by Burgett, second by Fogarty, to change the March meeting date from Tuesday March 15 to Saturday March 5. Carried.

Motion by Burgett, second by Hurley, to accept the resignation of Dan Burgett from the Zoning Board of Appeals. Carried.
Motion by Burgett, second by Fogarty, to accept the resignation of Dale Bradford from the Zoning Board of Appeals. Carried.
Motion by Fogarty, second by Burgett, to appoint Bryce May to the Zoning Board of Appeals. Carried.
Motion by Burgett, second by Hurley, to appoint Dean Beckwith alternate to the Zoning Board of Appeals.  Carried
Motion by Burgett, second by Fogarty, to approve Resolution 2005-01 "Supervisor to Handle Personnel Matters:.  Roll call vote, Bradford aye, Burgett aye, Fogarty aye, Hurley aye, Harrington aye. Carried.
Motion by Fogarty, second by Burgett, to send Fire Chief Gruber to the MAFC Winter Workshop in Kalamazoo, $170 and to the FDIC Conference in Indianapolis, not to exceed $500. Carried.
Motion by Burgett, second by Hurley, for Supervisor Dale Bradford to take Assessor training, on line, for a cost of $400 and $180 for books, if needed. Carried.
Motion by Harrington, second by Bradford, to sell Block 3 in Grand Junction on a quit claim deed for $7000 + expenses.  Carried.  Burgett No.
Motion by Fogarty, second by Hurley, to appoint Steve Smith as second alternate to the Zoning Board of Appeals.  Carried.

Public Comment:

Lonnie Johnson-the gravel is lower than the asphalt on the sides of many of the township roads.  There is a problem with water standing at the corner of CR215 and CR 388.
