Supervisor Bradford called the Regular Meeting of the Columbia Township Board to order. Present were Bradford, Burgett, Fogarty, Hurley, and Harrington. In attendance were 38 citizens.

Consent Agenda: Regular Meeting Minutes-November 16, 2004; Planning Commission Meeting Minutes-November 9, 2004; bills through December 21, 2004; Treasurer’s Report. Motion by Burgett, second by Fogarty, to approve the Consent Agenda. Carried.

Public Comment: None

Additions/Corrections to Agenda: Motion by Burgett, second by Fogarty, to add correspondence received to the agenda. Carried.

Guest Speaker: John Huizenga presented to Fire Chief Farley Gruber, a $500 check from Walmart.

Supervisor: Dale Bradford went to Supervisor Training.

Sheriff: 85 complaints received in November: 4 abandoned vehicle, 8 accidents, 6 alarm activation, 1 animal control, 12 assault, 7 be on the look out, 1 breaking & entering, 3 civil/property disputes, 1 conservation, 14 general assistance, 4 harassing/nuisance, 1 health & safety, 1 invasion of privacy, 4 larceny, 2 MDOP, 4 obstructing justice, 1 under the influence of liquor, 1 runaway, 1 stolen vehicle, 7 suspicious situation, 1 traffic violation, 1 vehicle inspection.

State Police: No Report.

County Commissioner: No Report.

Fire Chief: 4 calls received in November: 1 personal injury, 1 stove fire, 1 structure assist, 1 vehicle fire. Average response time was 8.00 minutes. Never put lighted candles on Christmas trees or run extension cords under rugs. Have a safe Holiday Season.

Planning Commission: The Planning Commission approved a Nextel tower at 51717 Baseline road on December 7, 2004.

Neighborhood Watch: Boxes leftover from Christmas are an invitation for thieves to break into your home. Break down boxes before placing outside for trash pickup. Keep model and serial numbers in a safe place.

Book Station: No Report.

Hospital: The Women’s Center held an open house November 20 and 21. A time capsule has been placed behind the date stone to open in 100 years.

South Haven Senior Services: No Report.

Recreation/Cemetery: No Report.

Zoning Administrator: 6 Zoning Compliances issued in November: 1 deck, 1 pole barn addition, 1 chemical confinement facility, 2 pole barns, and 1 fresh pack facility.

Correspondence: Four FOIA requests from Ken Speicher, 1 appeal to a FOIA answer from Ken Speicher, 1 concern from Lynne Farley about township roads not being cleared of snow.

New Business:

Motion by Burgett, second by Fogarty, to approve the increase in the cemetery burial fees. Carried.
Motion by Hurley, second by Burgett, to reappoint Al Baerren, chair of the Planning Commission until 12/31/07. Carried.
Motion by Burgett, second by Fogarty, to reappoint Rosemary Hurley, Board Representative, to the Planning Commission until 12/31/05. Carried.
Motion by Burgett, second by Hurley, to reappoint Jim Sykora, chair of the Zoning Board of Appeals until 12/31/07. Carried.
Motion by Fogarty, second by Burgett, to reappoint Chris Hodgman, Gene Farley, and Robert Pumfrey, to the Board of Review until 12/31/05. Carried.
Motion by Burgett, second by Fogarty, to approve the MTA Annual Conference in Detroit, not to exceed $2000 for 4. Carried.
Motion by Burgett, second by Hurley, to approve the Nextel tower at 51717 Baseline Road, pending compliance with stipulations set forth by the Planning Commission. Carried.
Motion by Burgett, second by Fogarty, to approve $4,340 for MFR training for 20 participants. 13 participants will reimburse Columbia Township. Carried.
Motion by Fogarty, second by Hurley, to continue with the current Assessor contract until time for renewal in June 2005. Carried.
Motion by Fogarty, second by Hurley, to approve $926 for the sign at the Emergency Services Building and a sign at Station 1. Carried.
Motion by Fogarty, second by Burgett, to approve $654 for the remote radio at the Emergency Services Building. Carried.
Motion by Burgett, second by Hurley, to approve $530 with a $140 rebate, for a computer bundle for the Fire Department. Carried.
Motion by Fogarty, second by Burgett, to approve $250 for a unified command class for the Fire Department. Carried.
Motion by Burgett, second by Hurley, to approve the Budget Resolution 2004-34. Roll call vote. Bradford aye, Burgett aye, Fogarty aye, Hurley aye, Harrington aye. Carried.
