The Regular Meeting of the Columbia Township Board was called to order by Supervisor Beckwith. Present were Beckwith, Burgett, Fogarty, Hurley, and Harrington. In attendance were 20 citizens.

Consent Agenda: Regular Meeting Minutes-October 15, 2002; Special Meeting Minutes- November 15, 2002; bills through November 18, 2002; Treasurer’s Report. Motion by Burgett, seconded by Fogarty, to approve the Consent Agenda. Carried unanimously.

Clerk: Bills paid since consent agenda

Chuck Moore Building Inspector $1,705.08

Public Comment: A resident questioned the cost of the 18th Street bridge.

Additions/Corrections to Agenda: None

Guest Speaker: Jeff Melvin (Bangor Area Community Services)-Would like a representative to sit on the Board from the Bangor School District in Columbia Township.

Supervisor: No Report

Sheriff: 94 complaints received in October: 3 burglaries, 9 assault, 3 traffic related, 3 larceny, and 12 general assists.

State Police: No Report

County Commissioner: All planning and zoning information will be available in the future on vbco.org on the internet.

Fire Chief: 4 calls in October. Christmas trees will be on sale at the Columbia Township Fire Station, for $18.00.

The Smokey Sign in Breedsville has been vandalized.

Planning Commission: Bids for the revision of the Zoning Ordinance will be discussed at the December 3rd, meeting.

Neighborhood Watch: Next meeting will be March 6, 2003.

Book Station: Raffle tickets are on sale for 6 for $5, at the Columbia Township Hall, or contact anyone on the Book Station Committee.

Hospital: The construction is progressing at South Haven Hospital.

Recreation/Cemetery: No Report.

Zoning Administrator: Permits issued in October: 1 stick built, 4 modulars, 2 used mobiles, 2 additions, 9 pole buildings, and 2 garages.

Blight Administrator: 9 Blight complaints received in October, 3 have been resolved.

Correspondence: 3 appeals from Ken Speicher.

Announcements: Mary Fogarty was elected Columbia Township Treasurer.

New Business:

Motion by Burgett, seconded by Hurley, to table the decertification of the drive belonging to Giuseppi Caspera. Carried unanimously.
2. Motion by Burgett, seconded by Hurley, to approve Telecommunications Ordinance-2002-03. Roll call vote. Beckwith aye, Burgett aye, Fogarty aye, Hurley aye, Harrington aye. Carried unanimously.
3. Motion by Burgett, seconded by Fogarty, to approve the snow plow bid for the Township Hall, from John Handlang, for $40 each time. Carried unanimously.
Motion by Burgett, seconded by Hurley, to approve the bid from, Franklin & Pamela Brownell, for the East end of Firelane 43, subject to the attorney’s approval. Carried. Harrington, No.
Motion by Burgett, seconded by Hurley, to approve the Township Board going to the Annual MTA conference in Detroit, January 28-31, not to exceed $2000. Carried unanimously.
Motion by Harrington, seconded by Hurley, to table purchase of the Defibulator. Carried unanimously.
Motion by Hurley, seconded by Fogarty, to pay $200 to, Black River Radio Club, for their services. Carried unanimously.
Motion by Burgett, seconded by Hurley, to table choosing the Architect for the Emergency Services Building. Carried unanimously.
Motion by Beckwith, seconded by Burgett, to appoint Bob Seaman to the Planning Commission. Carried unanimously.
Motion by Burgett, seconded by Fogarty, to table the repair of the Fire Station roof. Carried unanimously.

Notices:  

1) South Haven Senior Services starts January 1, 2003.
2) Winter Tax Bills will be in the mail December 1, 2002.
3) Summer Tax Bills will be mailed out in 2003.
