The Regular Meeting of the Columbia Township Board was called to order by Supervisor Beckwith. Present were Beckwith, Burgett, Fogarty, and Harrington. Hurley was absent. In attendance were 36 individuals.

Consent Agenda: Regular Meeting Minutes-April 16, 2002; Special Meeting Minutes-May 15, 2002; bills through May 20, 2002; Treasurer’s Report. Motion by Burgett, seconded by Fogarty, to approve the Consent Agenda. Carried.

Clerk's Report: Bills paid after consent agenda

Motion by Burgett, seconded by Beckwith, to approve the bills paid after the consent agenda. Carried.

Public Comment: None

Additions/Corrections: None

Supervisor: Ambulance average response time for April-6.1 minutes.

Sheriff: Complaints received in April: 3 malicious destruction of property, 7 larceny, 5 burglaries and minor suspicious calls.

State Police: 55 complaints received in April, mostly suspicious activity.

County Commissioner: Will leave new Township maps and senior prescription information at the Township Hall.

Fire Chief: 9 calls in April, including 1 structure,3 grass fires, and 2 mutual aid, with an average response time of 7.8 min. A pancake breakfast will be held in July, sponsored jointly by the Columbia Township Fire Department and Neighborhood Watch.

Planning Commission: No report.

Neighborhood Watch: Next meeting-June 6, 2002-7:30 pm-The guest speaker will be Melinda Graham of South Haven Senior Services.

Book Station: The Book Station is open 9-12 Wednesday and Saturday’s. Story hour is 10 am each day. A bake/book sale will be held on May 25 from 10-3pm. The Book Station needs volunteers.

Hospital: National Hospital Week was May 12-18. National Nurse’s Day was May 6, 2002. South Haven Bike Rodeo will be held May 30, 2002.

Recreation/Cemetery: : There is more property at Thompson Cemetery than was previously thought, according to the deed.

Grant Writing: No Report

Zoning Administrator: Issued in March-16 Building Permits, 8 Electrical Permits, 5 Well & Septic Permits.

Blight Administrator: 8 blight complaints in April. In the past 5 months 14 out of 31 properties have been cleaned up.

Correspondence : Deb Hensley, of Country Fare Restaurant, wrote a letter to the Township Board that several small businesses have not been paying personal property tax.

Motion by Beckwith, seconded by Burgett, to authorize Supervisor Beckwith to sign for Columbia Township for the ICC Committee Agreement.

Old Business: None

New Business:

1) Bob Ballentine from Bangor Softball would like to have a representative from Columbia Township on the Recreation Committee. No Action.

2) Motion by Burgett, seconded by Fogarty, to send Jim Sykora, Peter Stanislawski, and Jack Bowen to Zoning Board of Appeals training. Carried.

Motion by Burgett, seconded by Harrington, to amend Resolution 2002-16, Senior Services Millage, from ½ mil to ¼ mil. Carried.

4) Motion by Beckwith, seconded by Burgett, to approve camping trailer permit fee of $10 per month, maximum of 3 months. Carried. Harrington No.

5) Motion by Beckwith, seconded by Burgett, to approve adding a dedicated phone line for internet access. Carried.

6) Motion by Beckwith, seconded by Fogarty, to approve Computer MD to install a server at the Township Hall at a cost of $2649. Carried

7) Motion by Burgett, seconded by Beckwith, to approve Resolution 2002-19, Sale of Township Property. Roll call Vote. Beckwith aye, Burgett aye, Fogarty aye, Harrington aye. Carried.

Motion by Burgett, seconded by Beckwith, to approve Road Work:

Contract Gravel

Dust Control

Seal Coat 51-1/2 St. from 8th Av. to Lovers Lane

Carried.

10) Motion by Burgett, seconded by Fogarty, to approve Resolution #2002-18,Abandonment of St. Joseph Street. Roll call vote. Beckwith aye, Burgett aye, Fogarty aye, Harrington aye. Carried.

Motion by Fogarty, seconded by Burgett, to send applications to the 4th of July Parade

and the Blueberry Festival. Carried.

Motion by Burgett, seconded by Beckwith, to purchase the OSHA Compliance Manual

and 5 years of update service at a cost of $560. Carried.

13) Sale of land locked property. No Action.

 

Notices: 1) Columbia Township Hall will be closed for Memorial Day Observance, Monday, May 27, 2002.

Public Comment: The building that used to be the Rabbit Inn in Breedsville, has been purchased by a biker group.
