The Regular Meeting of the Columbia Township Board was called to order by Supervisor Beckwith. Present were Beckwith, Speicher, May, Harrington and Landers. In attendance were 38 individuals.

Donuts and Refreshments were provided (no Township Funds) to honor the accomplishments of the Columbia Township Bookstation Committee. The members of the Bookstation have worked very hard in obtaining the old American Legion Building and cleaning the adjacent site (Kelly Building) in preparation of locating a Bookstation (community activity center for children). These members have spent a huge amount of time and energy in holding events to raise money. They are an inspiration to the community.

Speicher moved to approve the consent agenda with the exception of the treasurer’s report, seconded by Landers. Carried unanimously.

Treasurer’s Report: May read the treasurer’s report, Speicher moved to approve the treasurer’s report, seconded by Harrington. Carried unanimously.

Speicher moved to approve the additional invoices for payment, seconded by Harrington. Carried unanimously.

Public Comments: The Public discussed Lower Jephtha Lake access off 48-1/2 street. The county road commission placed a barricade on lake access late last week. The barricade was placed based on Supervisor Beckwith=s letter to the adjacent property owner. After inspection of the barricade by the supervisor, the road commission was advised to have the barricade removed. Access to the lake has been re-established.

Residents using the access stated the pile of dirt along the access to the lake was made this spring by the adjacent property owner. This action has made it more difficult to back boat trailers into the lake. Lonny Johnson stated he could provide pictures of the access prior to this spring which would show the previous condition.

Discussed Silver Lake / Penzo=s Subdivision where the property owners have filed legal court papers to obtain property between lake and roadway. Beckwith stated Township Attorney has been notified and is looking into the matter. The township does not intend on losing roadway or public property.

Discussed article in the South Haven Tribune which claimed the Township was again having issues with Bangor Community Fire Department=s Fire Board (ABB). The Clerk explained there were no mention of the ABB in the email. The email was a result of Columbia Township annual audit for the period of April 1, 1999 through March 31, 2000. Columbia Township was a member of the BBACG for the first three month of the audit cycle (April 1, 1999 thru June 30, 1999).

Deputy Sheriff Report: 71 calls this month. The Deputy Sheriff answered questions regarding garbage being thrown on property, and knowing of persons who have committed crimes, but are not arrested. Residents asked for information about known criminals so residences can be on the lookout for vehicles matching descriptions.

Fire Chief: October 8th through 14th is Fire Prevention Week. Fall is just around the corner - residents need burn permits for open burning. Our goal is to reduce the number of grass fires within the township. All permits must be in writing signed by the fire chief or assistance fire chief. Call and leave a message at the township hall and someone will review the site and if acceptable issue a permit. Burning on roadways is not acceptable.

Fire Prevention Week: Each year when you change clocks for daylight savings remember to change batteries in all household smoke detectors. Prior to the next regular meeting the fire association will provide instruction for all ages on two ways out of a burning building. The instructions will begin at 5:30 pm and last to 7:00 pm prior to the township board meeting at the township hall all the fire trucks will be at the township hall for review and inspection.

Southwest Michigan Burn Camp: The Columbia Township Fire Fighter’s Association is holding its first annual "Big Buck Contest" where 50% of the money collected will go to the winner and the other 50% to the burn camp and the Columbia Township Fire Fighter’s Association. This is a very good cause and flyers will be available at most business in the area.

Planning Commission: At the last meeting of the Planning Commission Gove Associates was selected to help in preparing a revision to the master plan. The Planning Commission has held two public hearings and attendance was small, but there appears to be support for the revision. The master plan consultant will be using information gathered from the residents on how the growth of the township should be guided in future years. The public needs to be involved to get the best results. There is also a person requesting a special use permit on 49th Street which was going to be discussed tonight but proper notification has not occurred. The Special Use Public Hearing will be held prior to the Planning Commission meeting on October 3, 2000 at 7:00 pm.

Neighborhood Watch: The next two meetings are October 5, 2000 and November 7, 2000, please join us and learn about how to protect your neighbors and friends with a pencil and paper. Neighborhood watch is a group of residents watching out for their neighbors and not allowing illegal activities within their neighborhood to develop without someone noticing and reporting. The meeting are attended by a representative from the sheriff=s office and they discuss activities in our community to be on the lookout for. The next meeting will include Sheriff Gribbler as guest speaker. All are welcome to attend.

Bookstation: The Bookstation elections for board members occurred this month. Elected were Elizabeth Estavillo - Chairperson, Maxine Sheler - Vice Chairperson, Lynne Farley - Secretary and Cherie Finkbiner - Treasurer. Rosemary Hurley - Outgoing Chairperson provided a letter thanking the board members for their faith and support of the Bookstation and presenting the new bookstation=s officers for approval.

May moved to approve the new Bookstation officers, seconded by Landers. Carried unanimously.

Hospital: Four-week cholesterol management and healthy cooking classes will begin on Tuesday September 12th at the Warren Center. A free clinic for area diabetic children is starting on September 20th at the hospital. New members have been added to the Hospital board replacing retiring board members. The hospital has a new role of being a teaching hospital with two new doctors added to the staff in their final two years of residency training.

Recreation: Jeff Gasper has been working on finishing the ball field. The fence is up and stones will be placed under the bleachers and around the dugouts. There has been some activity on the ball field since the base lines and fence has been installed.

Old Business:

1. DNR Land Purchases - May contacted the DNR and determined Resolution 2006 was proper, then read and offered Resolution 2006 for approval, Speicher supported the resolution. Roll call vote Beckwith Aye, Speicher Aye, May Aye, Harrington Aye and Landers Aye. Resolution 2006 declared adopted.

2. Transfer Station Contracted Services: May moved to stay with Bestway with the addition of re-cycling bins, seconded by Landers. Carried unanimously.

Discussion: the public was asked if they supported re-cycling and the majority at the meeting were in favor of the recycling bins at the transfer station. When asked how many had home refuse services again a majority of the residents pay for garbage pickup.

3. Emergency Housing Repair Program: May provided an overview of last month’s activities and explained how the application for money for emergency repairs would be granted. No action was taken by the board.

New Business:

1. Coloma Ambulance Agreement: A draft agreement was received from Coloma Ambulance this past week. The board will take no action so it can be reviewed.

2. Revision to Master Plan: Speicher move to approve Gove Associates to assist with the revised master plan, Harrington seconded. After lengthy discussion between Township Board Planning Commission Chairperson and public the agreement was approved by roll call vote. Roll call vote Beckwith Aye, Speicher Aye, May Aye, Harrington Aye and Landers Aye. Agreement approved.

Discussion: Read letter from Ron Stickney requesting the cost of spending $18,000 for a master plan be taken to the vote of the public at the November election. Another resident thought the cost was too high and the board members should write the master plan themselves. Others supported the revision as the current master plan was out dated and does not represent future growth of the township. The residents were asked to show hands in support of having a professional consultant help the residents in writing a master plan. The majority favored a revision. The Township Board stated this revision is not going to be written by the Planning Commission nor the Township Board . The public must provide guidance for the master plan through the use of public hearings, questionnaires and mailers. The Planning Commission and township board will not vote on the revised Master Plan until later next spring, but prior to voting there will be a public hearing for comments.

The board instructed the Planning Commission to do at least 2 mailers, 1 survey, many advertisements, provide monthly updates to the Township Board and make sure the pubic is involved in the process and helping in writing the master plan.

3. Jephtha Lake Access: Previously discussed and the access has been opened and it was a mistake to close the access and surely was not the intent of the township supervisor nor was it a board action.

4. Bookstation Officers: Previously addressed under Bookstation Reports.

5 Transfer Station Hours and Wages: Landers moved to change the hours of the transfer station to Saturdays 9:00 am to 5:00 pm, seconded by May. Carried unanimously.

Landers moved to increase the wages of the transfer station manager to $10.00 per hour, seconded by May. Carried unanimously.

6. Halloween Hours: Beckwith moved Halloween hours match the hours selected by Breedsville with advertisement, seconded by May. Carried unanimously.

7. Fire Prevention Demonstration: Previously addressed under Fire Chief Report - Clerk to advertise the event.

8. T’ai Chi Ch’uan Classes: May moved to allow exercise classes to be held at the township hall once a week as requested by Jeanine Grubisich, the hall shall be returned to the as-found condition after use, seconded by Speicher. Carried unanimously.

Public Comments: Saddle Lake fishing tournaments are not allowed without DNR permits. DNR representative Dave Olson stated some townships are placing no parking signs on the roads to limit the number of fishing boats on the lake at one time. There will be two tournaments occurring this coming weekend - Clerk Speicher will inspect the roadway and report results at the next regular meeting.
