The Regular Meeting of Columbia Township Board was called to order by Supervisor Beckwith. Board members present were Beckwith, Speicher, May, Harrington and Landers. In attendance were 34 individuals.

Consent Agenda: December 21, 1999 regular meeting minutes, December 30, 1999 special meeting minutes, January 4, 2000 special meeting minutes, January 14, 2000 special meeting minutes, expenses through January 16, 1999 and Treasurers report were presented.

Speicher moved to approve the consent agenda with one correction to the January 14, 2000 special meeting minutes. Correct $50,000 to read $55,000 in the minutes, seconded by Landers. Carried.

Clerk’s Report: Consent agenda contained the following monthly expenses:

Sheriff Report: Snow mobile patrol will occur, if additional snow accumulates. There were 89 calls this past month.

Commissioner Report: The Clerk, Treasurer and Register of Deeds have moved to the new building. This provides them with more area to store records.

NEW BUSINESS:

  1. Yard light - No action, gathering information.
  2. Road Millage - No action, need wording from attorney and 2000 tax figures from the County Treasurer. Will place on Primary Election, August 2000.
  3. Transfer Station - No action. It appears the transfer station is being used by non-residents. They refuse to show Identification when asked. Harrington recommended changing the tickets to add name and address which will be filled out by the transfer station operator when the ticket is purchased. May stated the Transfer Station operates in the red. Beckwith and May will work on a new ticket design.
  4. Sale of Non-subdivision Property - No action. A number of people have asked to purchase property owned by the township, but not part of the subdivision that are included on the Lot Sales. May will provide the Board with a list of properties for the next meeting.
  5. Wages and Salaries - Beckwith moved to increase Jeff Gasper’s wages form $9.00 per hour to $10.00 per hour. Carried unanimously.
  6. Resolution 2001 was presented by Beckwith and supported by Harrington. Roll call vote Beckwith aye, Speicher aye, May aye, Harrington aye, Landers aye. Resolution carried.

  7. Monthly Expenses - Resolution 2002 was presented by Beckwith and supported by Harrington. Beckwith aye, Speicher aye, May aye, Harrington aye, Landers aye. Resolution carried.
  8. Mileage Rate for 2000 - Resolution 2003 was presented by Beckwith and supported by Harrington. Beckwith aye, Speicher aye, May aye, Harrington aye, Landers aye. Resolution carried.
  9. State Construction Instruction Code - May moved to table, seconded by Speicher. Carried unanimously.
  10. Ambulance Station Snow Removal - Speicher moved to have Lonny Johnson plow the ambulance station at a rate of $50.00 per time, seconded by Landers. Carried unanimously.
  11. Liability Insurance - Harrington moved to obtain liability insurance on the following properties; Kelly Building, the former American legion hall and ambulance station, seconded by Landers. Carried unanimously.
  12. Township Hall Generator - Harrington moved to purchase generator #4079. Speicher moved to amend the motion to table and delay purchase until a budget reflected the purchase, seconded by Harrington. Carried unanimously.

PUBLIC COMMENT:

The supervisor cannot be on the Planning Commission per Attorney General Opinion, Speicher will investigate. Township budget and monthly expenditures were discussed. Copies of the full budget were provided after meeting to interested parties.

Expenditures for Book Station were discussed. Beckwith stated Township funds will only be used for insurance purposes.
