The Special Meeting of Columbia Township Board was called to order by Supervisor Beckwith. Present Beckwith, Speicher, May, Harrington and Landers. In attendance was 1 individual.

Addition to Agenda: Beckwith moved to add

    1. Fire Lane 43
    2. Pending legal action
    3. Tires

to the agenda, seconded by Harrington. Carried unanimous.

NEW BUSINESS:

  1. Discussion on public relations, we need to tell our story and may need to get a professional to help get our point across. Harrington moved to authorize Dean and May to issue news releases as required, seconded by Landers. Carried unanimous.
  2. Resolution 9907 was offered by Harrington to take action against BBACG to comply with the Open meeting Act and Joint Fire Agreement, supported by Beckwith. Roll call vote. Beckwith "aye", Speicher "aye", May "aye", Harrington "aye" and Landers "aye". Resolution declared adopted by Beckwith.
  3. Resolution 9908 was offered by Harrington to take action against BBACG for issuing checks in noncompliance with BBACG Joint Fire Agreement, supported by Landers. Roll call vote. Beckwith "aye" , Speicher "aye", May "aye", Harrington "aye" and Landers "aye". Resolution declared adopted by Beckwith.
  4. Discussion, Speicher to prepare Resolution(s) to cover diminished services, economical benefit and altered meeting minutes.

  5. Answers to Land Division Coordinator Questions:
  6. Timing Requirements - does the 45 days apply to applications which do not meet the requirements of the Land Division Ordinance? Yes, within 45 days either approve, approve with conditions or disapprove the applications, therefore the 45 days apply to application not meeting Township’s Ordinance. Board does not recommend waiting to the last day to approve or deny land divisions.

    Clock Starting Point - When does the clock start over - at resubmittal? The procedure requires the application to be complete prior to receiving any fee and starting the clock. If an application does not meet the Township’s Ordinance after receiving the fee the land Division is denied and upon resubmittal the clock would start over. An additional fee may also be required.

    Communication - Should the coordinator be calling or writing to applicants? Writing is preferred.

  7. May moved to approve MBA Group Land Division, seconded by Beckwith. Carried unanimous. Roll call vote. Beckwith "aye" , Speicher "aye", May "aye", Harrington "aye" and Landers "aye".
  8. Resolution 9909 was offered by May to require weekly status reports of pending land division applications by coordinator, supported by Speicher. Roll call vote. Beckwith "aye" , Speicher "aye", May "aye", Harrington "aye" and Landers "aye". Resolution declared adopted by Beckwith.
  9. Discussed fire lane 43, problems with residents continuing. No action taken, civil matter.

    At 9:15 Clerk Speicher excused himself.

  10. Resolution 9910 was offered by Harrington to authorize Beckwith to carry out the day to day decisions on behalf of the Township in consultation with Township Attorney, on pending litigation, supported by Landers. Roll call vote. Beckwith "aye", May "aye", Harrington "aye" and Landers "aye", Speicher was absent. Resolution declared adopted by Beckwith.
