The regular meeting of the Columbia Township Board was called to order by Supervisor Burgett. Present were Grahek, May, Landers, and Harrington. 10 people also attended.

Minutes of the November meeting were read and approved with a motion by Landers, seconded by Harrington. Carried unanimously.

Treasurer's Report was read by May and was approved as follows:

Investment activity included purchase of a $25,000 CD. Motion by Grahek, seconded by Landers. Carried unanimously.

Clerk's Report of monthly bills was read and approved as follows:

General Fund: $21,823.39 Road Fund: $7,450.00

Motion by Harrington, seconded by Burgett. Carried unanimously.

Burgett announced that the Building Inspector's contracts had not been prepared yet, and suggested that the Board appoint the inspectors on a temporary basis. Grahek moved to appoint the inspectors on a temporary basis for 90 days, pending contract agreements. Seconded by Burgett. Carried unanimously.

Grahek explained the new Mobile Home Compliance Permit form, noting that the application must be approved by the Zoning Administrator prior to inspection, and that the fees must be collected by the inspector prior to inspection, and that all payments are to be made to Columbia Township. He then moved that Township Inspectors will use and follow application forms which have been approved by the Zoning Administrator. Seconded by Landers. Carried unanimously.

Zoning Administrator Estavillo announced that everything was in place and would be ready to go on December 24th.

May said he would like to purchase a modem for $230 so he could pull up computer information at home, and asked that the purchase be authorized. Landers moved to authorize the purchase, seconded by Grahek. Carried unanimously.

Burgett moved that the Board appoint Elizabeth Estavillo, Jack Conway, and Harold Johnson to the Board of Review. Seconded by Grahek. Carried unanimously.

Burgett brought up an alleged blight violation and suggested we table it until the next meeting. Harrington brought up the blight at the old dumpster site and said the property owners gave permission for the Township to clean it up if Harrington and Bob Drenkhahn supervised the job. May moved to table the blight case until the January meeting. Landers amended the motion by adding the old dumpster site. Seconded by Grahek. Carried unanimously.

BBACG Rep David Goss reported that the Fire Chief had resigned and that Jim Ellis had been appointed as Chief until the June Elections. He then passed out a letter to the Board along with CPR class guidelines and a price list, and asked permission to use the hall on some Saturday mornings for CPR classes. Landers moved to approve his use of the hall. May amended the motion by adding that the Township will pay for the advertising. Seconded by Harrington. Carried unanimously.

Hospital Rep Jan Conway announced that the hospital had received a score of 92 on its hospital accreditation testing, and that the hospital is trying to get an orthopedic surgeon on its staff.

Larry Austin asked if an accessory building can be built without a house on the property. A short discussion ensued.

Grahek moved to adjourn, seconded by Landers. Carried unanimously.
